[eduVPN-deploy] Deploying on Debian 9

Hi,

I've updated all Debian packages to be in sync with the CentOS packages
and we are close to declaring them "stable", similar to CentOS.

If any of you are interested in deploying on Debian, please test the
packages and the accompanying "deploy_debian.sh".

Let me know if you find any issues or any lacking documentation!
