[eduVPN-deploy] Removal of VOOT support

Hi all,

The upcoming release of Let's Connect!/eduVPN will remove VOOT [1]
support for ACLs [2]. As it was, as far as I know, only used in
instances operated by SURFnet, this should not have any impact on anyone
else.

If I'm mistaken, or if you were planning on using VOOT, please reply to
this mail and we can discuss it!
