[eduVPN-deploy] [20180702] VPN server package updated

Hi,

vpn-server-api: 1.3.0 [1]
vpn-server-node: 1.0.17 [2]
vpn-user-portal: 1.7.0 [3]
vpn-admin-portal: 1.6.0 [4]

The respective changes can be found in the CHANGES file in the git
repository linked below.

There are two "major" (non breaking) changes in this release:

1. The database schema of vpn-server-api will updated transparently, but
the administrator won't have to do anything for this;

2. There is no longer the ability to disable certificates, only users. A
quick inventory around all deployed Let's Connect! / eduVPN servers  I
know of showed that this functionality was never used. If a certificate
is currently disabled in your deployment, it will no longer be disabled
after installing the updates. If you want to prevent abuse, disabled the
user instead of the certificate(s).

P.S.: the updates are only available on CentOS/Red Hat Enterprise Linux
and Fedora as of now, Debian updates forthcoming.
