[eduVPN-deploy] [2019-01-11] VPN server update

Hi all,

The following component(s) had a new release:

* vpn-user-portal: 1.8.6 [1]

This version changes two things:

- add other iOS "redirect_uri" URLs for the new iOS application
currently in TestFlight.
- reduce the maximum browser session duration (when not using SAML
authentication) where the session duration would be the same as the
validity of the X.509 client certificates and OAuth refresh tokens. It
now has a maximum of 8 hours.
