[eduVPN-deploy] [2019-09-27] Package Updates

Hi all,

Today we released a minor update:

* vpn-user-portal: 2.0.12 [1]

The main change here is to support additional static permissions from a
JSON file for the PDO (database), LDAP and RADIUS authentication
backends. See the documentation on how to use it [2].

You can update the packages using your regular OS package manager.
