[eduVPN-deploy] [2021-07-13] Package Updates

Hi all,

* vpn-user-portal: 2.3.12 [1]
* vpn-server-api: 2.2.11 [2]

Some small updates to the portal. The user can now see the available 
profiles on the "Account" page and the admin can hide the 
"Permission(s)" [3]. In addition, all connect and disconnect events are 
logged to syslog [4].
