[eduVPN-deploy] [2021-10-18] Package Updates

Hi all,

* vpn-server-api: 2.3.0 [1]
* vpn-ca: 4.0.0 [2]

This release switches the default issued keys/certificates to ECDSA from 
RSA. This improves performance substantially when generating new keys. 
See our previous announcement [3] on how/why exactly and for 
instructions on how to stay with RSA if you insist.

The vpn-ca component was also updated and synchronized with vpn-ca for 
eduVPN/Let's Connect! 3.x, so they will use the exact same code.
