[eduVPN-deploy] [2022-10-24] Package Updates (3.x)

Hi all,

* vpn-user-portal: 3.1.0 [1]
* vpn-maint-scripts: 3.0.4, 3.0.5, 3.0.6 [2]
* php-oauth2-server: 7.1.0, 7.2.0 [3]

Next to some small changes, the vpn-user-portal component now supports 
"Guest Access" [4], which is only relevant for NRENs running eduVPN and 
participating in "Secure Internet" so the servers van (finally) be 
upgraded to 3.x.

The components written in Go (not listed above) were rebuilt with the 
latest available Go compiler.

The OAuth server was updated to support server identification which is 
something the clients will enforce in the near future [5].
