[eduVPN-deploy] [2018-08-06] VPN server package update

Hi,

The following components had a new release:

vpn-server-api: 1.4.2, 1.4.3 [1]
vpn-server-node: 1.0.18 [2]
vpn-user-portal: 1.7.2 [3]
vpn-admin-portal: 1.6.1 [4]

The components were all updated to fix issues found by static code
analysis [5]. This improved the quality of the code by fixing and
rewriting things that showed up in the analyzer. It also makes it easy
to refactor in the future. This was done for all eduVPN/Let's Connect!
components as well as all dependencies.

Futhermore in vpn-server-api 1.4.2 the external library sqlite-migrate
is being used directly instead of a local copy. This adds a package. The
package php-christian-riesen-otp is no longer needed since
vpn-server-api 1.4.0 and can be removed from your server.
