[eduVPN-deploy] [2018-08-15] VPN server package update

Hi,

The following components had a new release:

vpn-user-portal: 1.8.0 [1]
vpn-admin-portal: 1.7.0 [2]

The main change is switching to a new way to perform (portal)
authorization. As of now with the LDAP backend the users also need to be
authorized to get access to vpn-admin-portal. Before, all valid LDAP
accounts had access to vpn-admin-portal. See the updated documentation [3].

In addition, the generator for the statistics images was fixed, the
previous version either showed only 1 vertical bar, or a broken image.
