[eduVPN-deploy] [2018-10-15] VPN server update

Hi,

The following components had a new release:

* vpn-server-node: 1.1.0 [1]
* vpn-user-portal: 1.8.3 [2]

Major changes:

- Support for OpenVPN 2.3 clients was dropped.

All distribution packages are updated: CentOS / Red Hat Enterprise,
Fedora and Debian.

**NOTE**: make sure you use the update_system_${DIST}.sh script for your
platform to install updates and regenerate the server configuration and
firewall (during the maintenance window). The scripts are available from
the documentation repository [3].
