[eduVPN-deploy] [2018-09-10] VPN server update

Hi,

The following components had a new release:

* vpn-server-api: 1.4.4 [1]
* vpn-server-node: 1.0.19 [2]
* vpn-user-portal: 1.8.1 [3]
* vpn-admin-portal: 1.7.1 [4]

Major changes:

* Issued certificates are from now on bound to OAuth clients. So
revoking an OAuth client will also delete the associated certificates.
Revoking a client will also disconnect the client if it is currently
connected;

* Rename "Configurations" to "Certificates" in vpn-user-portal, as what
you see there are issued certificates, and not configurations;

* Added French translation for vpn-user-portal;

* By omitting the DNS servers (in default gateway scenario) in the
vpn-server-api configuration, the IP address(es of the gateway are
pushed to the clients as DNS servers, allowing easy running of a local
DNS server, see [5].

All packages are updates: CentOS / Red Hat Enterprise, Fedora and Debian.
