[eduVPN-deploy] [2019-08-30] Package Updates

Hi all,

* vpn-user-portal: 2.0.12 [1]
* vpn-server-api: 2.0.3 [2]
* vpn-server-node: 2.0.3 [3]

There are a number of small fixes and updates here in the various
components, see the CHANGES files as linked below.

In addition, there is experimental, *disabled by default*, support [4]
for a new minimalist CA (to issue VPN server/client certificates)
written in Go [5] that works great so far on a test server. Any feedback
and/or questions are very welcome!

You can update the packages using your regular OS package manager.
