[eduVPN-deploy] [2020-08-10] Package Updates

* vpn-user-portal: 2.3.3 [1]
* vpn-maint-scripts: 1.2.0 [2]

Small update this time for the eduVPN/Let's Connect! components. The 
updates may look big because many packages were rebuilt (for 
CentOS/Fedora).

We moved GitHub out of the path for building RPM/DEB packages. Until now 
we used GitHub as a code mirror and for storing the release sources of 
some eduVPN/Let's Connect! components. The releases now moved to 
"https://src.eduvpn.org/" under our own control as an other step to 
independence of the big tech companies and their surveillance 
capitalism. We still use GitHub as a code mirror. In the future we also 
plain to self hosting all (source) code under git.eduvpn.org or similar.

The Go components also got rebuilt as the Go version in CentOS/Fedora 
updated so we pick up the latest (security) Golang fixes as well.

The cookie/session library also got a major update (in version number) 
as we removed all session garbage collection from the code.

We are getting close to having stable Debian 10 packages and initial 
upgrade tests from Debian 9 to Debian 10 went very smooth. Stay tuned :-)
