[eduVPN-deploy] [2022-01-20] Package Updates

Hi all,

* vpn-user-portal: 2.4.1 [1]
* vpn-lib-common: 2.2.8 [2]

This update improves the APIv3 [3] support in the 2.x server code. 
Upcoming client applications will switch to this API version.

For Debian 11 the software using Go (vpn-ca, vpn-daemon) was rebuild 
with an updated version of the Go compiler.
