[eduVPN-deploy] eduVPN/Let's Connect! 3.x Status

Hi Tanguy,

I will try to test v3 asap.

I guess I will start from scratch on a new debian virtual server, 
instead of trying to update the running instances we have for the moment 
(unless the update procedure will be ready and usable).
