[eduVPN-deploy] Announcing EL9 support

Hi all,

 From now on we support deploying the 3.x server on EL9, for now only on 
AlmaLinux 9. We'll add RockyLinux 9 support as soon as it is available.

This SHOULD also work on the official Red Hat Enterprise Linux 9 and 
other derivatives, but this has not been tested. We focus on open source 
/ free software server operating systems only.
