[eduVPN-deploy] [2022-11-04] Package Updates (2.x)

Hi all,

* vpn-user-portal: 2.5.0 [1]
* vpn-server-node: 2.3.0 [2]
* vpn-server-api: 2.4.0 [3]
* vpn-lib-common: 2.3.0 [4]

We updated most PHP packages to remove a dependency. We wrote some 
explanations of why this was done in the issue tracker and which 
packages were updated [5].

By fixing this we also open the door for officially supporting Ubuntu 
and Enterprise Linux 9 (EL9) with the 2.x eduVPN / Let's Connect! If 
there's any interest in this, please let us know.
