[eduVPN-deploy] Debian/Ubuntu Test Packages for eduVPN/Let's Connect! 3.x Server

Dear François,

Thank you for the excellent news. Is there some path to upgrade from the 
v.2 on Debian 11? Or it should be a clear new installation?
